Kann man mit dem Thermostat eine genaue Gradzahl einstellen, bzw. wie erfolgt die Regelung, damit stabil z.B. 110°C bei den Buchstaben am Schriftkasten eingestellt sind?

Der Thermostat regelt die Stromzufuhr prozentual. Es erfolgt keine Temperaturkontrolle. Somit ist eine gradgenaue Einstellung für den Schriftkasten nicht möglich. Es müssen Erfahrungswerte gesammelt werden, bei welchem Skalenwert die gewünschte Temperatur erreicht ist.
Hilfreich ist dabei ein berührungsloses Infrarot-Thermometer, welches sie im Shop finden.

Are the plugs for this device configured for US or European spec sockets?

They are European (German) spec sockets. You will need an adapter between thermostat and power outlet. Any regular adapter that you can find locally will do.
